Understanding Pesticide Regulations in Pennsylvania
Navigating Pennsylvania's Pesticide Registration Requirements
To sell or distribute pesticide products in Pennsylvania, compliance with both state and federal regulations is mandatory. The registration process is overseen by the Pennsylvania Department of Agriculture (PDA) and aligns with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

Key Requirements for Pesticide Product Registration
EPA Registration:
All pesticides must first be federally registered under FIFRA unless they qualify for an emergency exemption or meet criteria for reduced-risk pesticides.
State Registration:
Every pesticide product intended for sale or use in Pennsylvania must be registered with the PDA.
The market label of the pesticide, Safety Data Sheet (SDS), and EPA Form 8570-5 for supplemental registrations must be submitted.
The PDA may request efficacy data to substantiate the claims made on the pesticide label.
Special Local Needs:
The state can register additional uses of federally registered pesticides to address specific local needs under Section 24(c) of FIFRA.
Fees and Validity:
The registration fee is $250 per pesticide product.
Registrations are valid for one calendar year, expiring on December 31. Applications received after October 1 are valid for the following year.
Additional Considerations
Minimum Risk Pesticides:
Unlike some states, Pennsylvania does not exempt minimum risk pesticides from state registration. All such products must be registered with the PDA.
Active Status Verification:
The PDA does not issue certificates of registration. Instead, products are listed as "active" in the PAPlants Product Registration Brand Search database.
